Appointments, promotions and other people news in the derivatives industry

The U.S. Securities and Exchange Commission named Elizabeth Baird and Christian Sabella deputy directors of its Division of Trading and Markets. Baird previously worked as a partner at the law firm of Morgan, Lewis & Bockius and before that spent nearly a decade trading bonds. Sabella previously worked as an associate director in the division's Office of Clearance and Settlement since 2015.

Euronext appointed veteran derivatives brokerage executive Chris Topple as chief executive officer of its London subsidiary and head of global sales, effective in mid-October. He will also become a member of the group's managing board. Topple will replace Lee Hodgkinson, who left in April to join OSTC, the proprietary trading firm. Paul Humphrey, who had been performing Hodgkinson’s duties on a temporary basis, will return to his role as global head of fixed income, currencies and commodities. Topple previously worked at Societe Generale, where he was co-head of the bank's prime services business, which includes its Newedge derivatives clearing subsidiary. Before joining Newedge in 2012, he worked at Lehman Brothers and J.P. Morgan in a variety of senior roles. 

The U.S. Senate confirmed Randal Quarles to a 14-year term on the U.S. Federal Reserve Board of Governors by a 66 to 33 vote.

OCC named Elizabeth King to its board of directors. King is currently general counsel of NYSE Group, and will fill the vacancy created by the departure of former NYSE Group President Thomas Farley in May. Prior to joining NYSE Group, she was deputy general counsel and global head of regulatory affairs at securities trading firm KCG Holdings.

Matthew A. Daigler has joined the U.S. Commodity Futures Trading Commission to serve as a senior counsel to Chairman Chris Giancarlo. Daigler will advise the chairman on CFTC matters, including the Swaps Regulation Version 2.0 agenda. Prior to joining the CFTC, he was an associate at Allen & Overy in Washington, D.C.

TP ICAP has named Nicolas Breteau as chief executive officer, replacing John Phizackerley. Breteau was previously chief commercial officer for Tullett Prebon and led TP ICAP's largest business, Global Broking. Prior to joining Tullett in 2016, he was CEO at Newedge Group.

The Managed Funds Association announced that veteran securities lawyer Stuart Caswell will step down from his position as the association's general counsel later this summer. Caswell has worked at MFA since 2008 and was deeply involved in the association's regulatory advocacy work in the aftermath of the financial crisis.

Colleen Sheeren has been named head of marketing at Barchart, a leading market data provider. She joined Barchart in 2015, and previously served as marketing manager. Sheeren will report to chief executive officer Mark Haraburda and will be responsible for all day-to-day and strategic marketing efforts, as well as leading Barchart’s annual FinTech Exchange event.

The board of the Taiwan Futures Exchange elected Yu-Jer Sheu as the chairman. Sheu served in the public sector for over 30 years prior to joining Taifex, most recently as the head of Taiwan's Ministry of Finance He received a master's degree in law from Harvard.

IEX, which operates America's newest stock exchange, appointed Boris Ilyevsky to lead market development for the exchange. Ilyevsky previously spent 17 years at ISE, where he held roles spanning technology, operations and business development, most recently as managing director and head of the options business.

TradingScreen has appointed Rishi Gupta as its chief financial officer, and promoted Varghese Thomas to chief operating officer. Gupta was most recently chief financial officer of private equity firm New Silk Route Partners, and before that was CFO of institutional foreign exchange trading platform Hotspot FX. Thomas will continue in his role as chief strategy officer in addition to taking on chief operations officer responsibilities.

Former New York Stock Exchange Chief Information Officer Robert Cornish has joined the Gemini Trust Company, a cryptocurrency exchange, as its first-ever chief technology officer. Gemini, the exchange run by Tyler and Cameron Winklevoss, powers CBOE’s bitcoin futures index.

Marco Bianchi has joined Flextrade as head of futures business development, based in New York. He previously worked at NYSE LIFFE and its successors for nearly two decades, with responsibility for sales and market development in the U.S. Most recently he was a senior director and U.S. head of interest rate products at Intercontinental Exchange.
